Ural drug police don't know how to deal with new psychotropic substance
27.11.2007
The unhealthy interest of Ural teenagers was aroused by a dangerous hallucinogenic substance of natural origin that recently flooded the shadow market of Yekaterinburg.
Drug fighters are at a loss: despite the fact that the herb has a strong psychotropic effect, the effect of which, according to preliminary estimates by a number of experts, is second only to heroin, the substance is widely advertised in many online stores, and the demand among local youth is simply crazy.
Journalists found about a dozen phone numbers of distributors who were ready to deliver a dose to any part of the city at any convenient time. They called the first number they came across, and here is what a certain Pavel said:
"We only have 20X doses left - that's the strongest. A gram costs only 650 rubles. Buy for 2000 - there will be a 20 percent discount. If you need a large batch, you have to place an order through Moscow and wait four days - we don't have our own labs yet. Do they take it? Of course, the demand is crazy, people are drawn to something fresh. We can meet at the Youth Palace in an hour. Of course, you can contact our competitors, but it will cost them 800. Don't be afraid of the police: if they stop us, we say that we grow the plant for ethnobotanical purposes - they even apologize! Even teenagers can buy - I myself just turned seventeen yesterday."
The attention of specialists to the problem was drawn by a recent scandal in one of the local vocational schools. A 16-year-old teenager got so used to the image of a fly during a lesson that he tried to "squeeze" through the glass to "fly" at the level of the third floor. During the debriefing, it turned out that the boy had smoked a herbal substance several times over the course of two weeks, which an 11th-grader he knew had given him to "try". The parents said that recently their son had been complaining of memory lapses, absent-mindedness and headaches. However, it was not possible to register the teenager with the drug addiction service - this herb is not on the list of narcotic drugs and psychotropic substances, the circulation of which is limited in the Russian Federation. Consequently, no control measures can be taken.
There is no clear opinion about this psychoactive herb among Ural specialists yet. Some are quite loyal to it, not considering it a psychotropic, sedative, or, even more so, narcotic substance. At the same time, the herb has long been banned in a number of foreign countries - Australia, Denmark, Finland.
The reason for the discord in opinions is that the plant species itself has many relatively harmless subspecies, and only one contains the strongest of the known plant hallucinogens. Local drug fighters are sure that it is this plant that dealers have begun actively distributing in the Middle Urals. Regional drug specialists also do not have any particular illusions about the imported plant.
- We have already started cooperating with the regional State Drug Control Service on this issue, - says Boris Teplyakov, chief narcologist of the Sverdlovsk region. - The extract obtained from this plant belongs to the category of dissociatives and, therefore, affects brain activity. A person's consciousness changes and very strong auditory and visual hallucinations occur. Under the influence of this hallucinogen, a person becomes socially dangerous, since he completely loses control over consciousness and does not perceive the surrounding reality, he completely loses the sense of responsibility for his actions, and, moreover, he becomes aggressive. Although the effect of the action is short-lived, it is difficult to predict the body's reaction with prolonged use. Unfortunately, today this is far from the only hallucinogenic substance that is allowed for sale in our country.
Meanwhile, activists from the City Without Drugs Foundation are determined to have this plant classified as a prohibited psychotropic substance. However, this will not be easy.
- It is necessary to make a test purchase and send the substance for examination, - says the fund's specialist Evgeny Malenkin. - When the analysis reveals specific psychotropic enzymes, we will submit a request to include them in the register of prohibited substances. The problem is that this is a very complex and slow mechanism. Firstly, the process can be slowed down by the imperfection of laboratory diagnostics in the Urals. Secondly, for many intermediaries in the region, this is a very profitable business. Therefore, they create large lobbying groups that do everything to ensure that the substance remains on open sale. However, we are sure that mass passion for such a substance can lead to an increase in crime and road accidents in the Urals. In addition, in terms of the strength of the effect, the next step after this herb can only be heroin.
