Statement by Lev Levinson, head of the New Drug Policy alliance. The Federal Drug Control Service (now the Federal Service for Control over the Circulation of Narcotic Drugs and Psychotropic Substances) is promoting yet another know-how: the rectors' community is recommended to include in contracts with applicants to universities a commitment not to use drugs. Punitive measures are proposed for violating this condition - eviction of out-of-towners from dormitories and expulsion. It is reported that "it was decided to introduce this preventive measure to combat drug addiction at a meeting of the rectors of the largest St. Petersburg institutes." It turns out that a person who smokes a weed banned for political reasons once or twice is deprived of the right to education. Once again, the drug police are counting on repression as the simplest way, requiring neither material investment nor moral effort, not to resolve, but to cut the problem. Which is not surprising: after all, drug control is a power structure. It is much more surprising and disgusting that rectors agree with punishment and expulsion as the only methods of influence, thereby admitting that they are unable to offer students anything more positive. However, in both secondary and higher education, a person must not only be given (and for universities today, the term "sold" is more appropriate) a certain set of certified information. What is the value of these universities if they do not have teachers and educators who are able to pass on life experience, help in a difficult situation, restore, support, teach how to grow up? If the only argument these teachers have is a stick? It is also disgusting that these clumsy anti-drug repressions teach students mutual surveillance, informing, snitching, lying and duplicity. It is clear that this kind of education is to the liking of the special service, which is the drug control agency, whose father is the KGB and whose mother is the tax police. And the university administration is apparently missing the warm embrace of state security. Student purges are planned against the backdrop of a reduction in social guarantees and benefits for students, deprivation of their free meals and discounted travel, including the right of out-of-town students to free travel once a year to their place of residence and back. Now, in order to earn money for travel, a resourceful student will probably have to trade some things among his fellow students, and at the same time inform on buyers to the rector's office, which will also have to report on the fight against drug distribution.
