Drug samples will be produced in Russia07/23/2007
Russian President Vladimir Putin signed the federal law “On Amendments to the Federal Law “On Narcotic Drugs and Psychotropic Substances” and Article 17 of the Federal Law “On Licensing of Certain Types of Activities,” the press service of the head of the Russian state reports. The law creates conditions for the production of domestic analytical samples of narcotic drugs and psychotropic substances at specialized federal state enterprises for the purpose of their use in scientific, expert and operational-investigative activities. The document provides the possibility of processing drugs seized from illicit trafficking into other substances for subsequent use in order to meet the Russian Federation’s need for medicines without purchasing the raw materials necessary for their production abroad. Let us recall that the law was adopted by the State Duma on June 27, 2007 and approved by the Federation Council on July 6, 2007. According to some data, after the adoption of this law, it will be possible to save up to $50 million on the purchase of raw materials abroad. Also, the adoption of these amendments will make it possible to expand the network of chemical-toxicological laboratories, where medical examinations will be carried out to identify the fact of drug use.
This practice of processing drug products and drug raw materials is already widely used in the world. For example, earlier the Senlis Council community of international policy experts proposed legalizing poppy cultivation in Afghanistan and establishing the production of morphine for medical purposes in the country. According to scientists, this measure will help reduce the scale of illegal drug trafficking and deprive extremist groups of the support of Afghan farmers. The potential market for Afghan morphine is very wide, since the shortage of painkillers is felt all over the world.
