Russian drug police mowed down 39 thousand tons of cannabis

The State Drug Control Service of Russia summed up the results of the 1st stage of the complex operational and preventive operation "Mak-2006". During the first stage of the operation, which took place over several months, law enforcement officers worked on the main tasks set by the command - identifying and destroying illegal crops and wild drug-containing plants, as well as blocking drug trafficking channels by rail, road, air and water transport.
According to the State Drug Control Center, about 4 thousand task forces were created to identify routes for the movement of drugs, illegal crops and pockets of wild drug-containing plants. Employees of the Federal Drug Control Service of Russia, the Ministry of Internal Affairs, the FSB, the Federal Customs Service, the Ministry of Justice, the Ministry of Emergency Situations, military personnel of the Ministry of Defense, and other federal authorities took part in the operation. During the operation, law enforcement officers received more than 20 thousand reports of offenses, for which over 14,300 ordinary criminal cases were initiated against 9,099 persons, of which 231 were foreign citizens and stateless persons.
During the identification and elimination activities, law enforcement agencies discovered more than 2,300 pockets of wild drug-containing plants, with a total area of ​​almost 43 thousand hectares. Participants in the operation destroyed more than 39.9 thousand tons of narcotic crops, of which 99% was hemp. In addition, large volumes of illegal drugs were seized: more than 2.5 tons of drugs of plant origin, including over 1.5 tons of marijuana, about 530 kg of poppy straw, 53.9 kg of hashish, 24.8 kg of hashish oil and more than 39 kg opium.
According to the Federal Drug Control Service of Russia, 73 land users were brought to administrative responsibility for failure to take measures to destroy wild hemp in accordance with Article 10.5 of the Code of Administrative Offenses of the Russian Federation, and 624 people were brought to criminal liability for the illegal cultivation of plants prohibited for cultivation that contain narcotic substances. Thus, according to the public relations center, in the Samara region, employees of the regional Federal Drug Control Service found poppy crops on one of their private plots, the wet weight of which was 65 kg. A criminal case has been initiated under Part 2 of Art. 231 of the Criminal Code of the Russian Federation. During the operation, several cases of hemp cultivation on a particularly large scale were also revealed.
Thus, during operational search activities in the village of Voznesenovskaya, Malgobek district, employees of the Federal Drug Control Service of Russia for the Republic of Ingushetia identified a personal plot on which 220 hemp plants with a total weight of 11.9 kg were cultivated. After searching the home, drug police found hemp seeds and marijuana. A criminal case was initiated under Part 2 of Art. 231 and Part 1 of Art. 228 of the Criminal Code of the Russian Federation. In the Saratov region, employees of the Federal Drug Control Service of Russia, together with employees of the Ministry of Internal Affairs, the Federal Customs Service and the FSB, identified pockets of wild hemp growing in the Ozinsky district of the region. The total weight of the destroyed plants in their raw form was 6 tons 729 kg.
During Operation Mak, 136 cases of illegal transportation of drugs of plant origin using road, rail, air and other modes of transport were identified. For example, drug police of the Siberian Federal District stopped the activities of an international criminal group that carried out wholesale supplies of drugs from Kazakhstan to Russia. During an inspection of containers belonging to this group on the territory of the Skinner market in Novosibirsk, operatives discovered and seized 249.6 kg of marijuana.
During the operation, 151 firearms, 1,647 pieces of ammunition and more than 3.8 kg of explosives were seized from illicit trafficking. Operatives detained 97 people who were previously on the federal wanted list.
As noted in the service, the Federal Drug Control Service of Russia, in cooperation with interested ministries and departments, is currently carrying out the activities of the second stage of the operational and preventive operation "Mak-2006", aimed at blocking the channels for the entry of drugs of plant origin into illicit circulation. Law enforcement officers are tasked with preventing a “new crop” of narcotic substances from entering Russian streets. The main activities of the second stage of the operation will last until October.
