The reason for this is the climate conditions of the region in which the Russian capital is located. In Moscow, there are practically no normal conditions for the growth of such crops - according to representatives of the drug police, the built-up area and climatic features of the capital do not create favorable conditions for growing these plants in open areas. Hemp is mainly grown at home: the capital's drug police have repeatedly detained Muscovites who themselves grew this crop in home greenhouses and distributed it among drug addicts.
As Maria Lutsenko, head of the information and public relations department of the capital's Federal Drug Control Service of the Russian Federation, told a NIH correspondent, this year no cases of illegal drug crops being identified in Moscow have been discovered: "There have been several cases in the practice of identifying drug crops in the capital: in 2003, 10 hectares of wild hemp were discovered in the Maryino district, and last year a small plot of hemp was discovered in the Vernadsky Avenue area. Moscow is very built up, and the land plots are mostly located outside the metropolis, so it is hardly possible to grow drug-containing plants in such conditions," the source reported.
But the Russian capital is one of the largest cities in the world, and, naturally, drugs are constantly "arriving" here, since the prices for "dope" in Moscow are high. At the same time, Moscow is the center of Russia's transport infrastructure and many drug trafficking routes intersect here. Almost all cases of seizures of large quantities of drugs are mainly associated with natives of Tajikistan and Ukraine, who supply marijuana (60% of seizures) and heroin (29%) to the capital's drug market; hashish is less in demand among Moscow drug addicts (about 4%).
Several convincing examples of this are given by the department of information and public relations of the capital's Office of the Federal Drug Control Service of the Russian Federation. Thus, according to the department, on June 19, 2006, a citizen of Tajikistan was detained for selling more than 100 g of heroin. On June 22, on the territory of the Gorbushkin Dvor shopping complex, a Ukrainian citizen was detained for selling more than 4 g of marijuana, and subsequently, during a personal search, another 608 g of the drug was seized. On June 28, Moscow drug police detained three migrant workers from Tajikistan for selling about 100 g of heroin. On July 13, two more citizens of Tajikistan were detained on the territory of the Izmailovsky market, in whose car Moscow drug control officers found about 500 g of heroin.
In addition, on July 29, at the Kazansky railway station, Moscow drug police officers, together with their colleagues from the Krasnodar region and the Moscow Department of Internal Affairs, seized a large batch of marijuana - over 2.5 kg, as well as over 30 g of cannabis resin from a citizen who arrived from Ukraine. Another citizen of Ukraine was detained on July 31, about 200 g of marijuana were seized from him during a personal search, and then almost 900 g of the drug were seized during a search of his car. Criminal cases have been opened on all these facts, initiated under Article 228 of the Criminal Code of the Russian Federation.
In total, as a result of the first stage of the operation "MAK-2006" the Moscow Department of the Federal Drug Control Service of Russia revealed 516 crimes related to illegal drug trafficking, 427 criminal cases were initiated. 370 people were brought to criminal responsibility, including 262 Russian citizens and 105 foreign citizens. More than 10.5 kg of various narcotics were confiscated from illegal circulation, including more than 3 kg of heroin, over 6 kg of marijuana, about 500 g of hashish, and almost 2 kg of potent and psychotropic substances.
Ahead is the no less intense second stage of the operation, which is aimed at identifying individuals involved in the transportation and distribution of narcotic substances. The work will last until October: the drug police will have to work hard, because new harvests of hemp and poppy are just around the corner.
