One of the most popular, you probably saw when you got acquainted with the site, is that the topic of drugs worries Russians a lot, especially drugs in our country. A huge number of questions, literally thousands. And there are questions like this, for example, Olga, 29, Moscow: "Drugs ruined my family. I propose introducing criminal punishment for drug use, isolating drug addicts, and killing distributors. The same opinion, for example, belongs to Alexander from Kemerovo, Olga from Tula, many others. But some young people suggest something completely different, a different approach. Here is a question that has collected almost 100 thousand votes: "Why not legalize soft drugs, such as marijuana, in our country, following the example of Holland? Wouldn't this be a way to reduce crime and reduce the consumption of vodka, as well as surrogates, which are more harmful?" Ivan, 20, Nakhodka. • Now about drugs. You know that three years ago we created a special service. In terms of the number of employees, operational staff of this service, it is probably one of the largest in the world. About 40 thousand people. The problem is really very acute not only for us, but for the whole world. And for us it turned out to be especially acute, because we were absolutely not prepared to fight it, to fight this threat. According to the most conservative estimates, the number of people using drugs in our country from the late 80s to the mid-90s, up to 2000, increased almost 15 times. And according to various estimates, up to 6 million people in Russia use drugs, not on a regular basis, but one way or another they touch drugs, have some dealings with them, distribute them, and so on, about 6 million, 4 million is a stable figure, about 340 thousand people are registered with the Ministry of Health. But according to the Ministry of Health itself, the latent number of people, that is, the hidden part of drug addicts, is significantly larger - up to 800 thousand people. • What has been done recently? Still, I believe that the creation of this special service was justified, because the very focus of the fight against this evil has changed. If previously drug addicts were mainly persecuted, now the entire law enforcement system is primarily aimed at work, at the fight against drug distributors, against drug barons. And this is a significant change over the past two years. What has this led to? Are there any positive changes? Modest, but they exist. And this is expressed primarily in the decrease in the growth rate of people using drugs. Last year, this number increased, but only by 0.2 percent, and in previous years, as I have already said, it was a terrible, terrible increase, 15 times over 15 years. What's new and what else positive could be noted here? For the first time in the previous two years, we have brought people to criminal responsibility for laundering money obtained through criminal means through drugs, for the first time. And the number of these criminal cases is in the hundreds. Previously, there was not a single criminal case for laundering money obtained through criminal means.
All this, I hope, will improve the situation in terms of the fight against drugs. Now, regarding the issue of legalizing the so-called soft drugs, light drugs, including marijuana. Firstly, Russia is a party to international agreements, according to which marijuana is one of those drugs that are officially prohibited from distribution. And Russia will adhere to all its international obligations. That is the first thing. And secondly. The experience of legalizing soft drugs in some countries shows that their legalization does not lead to a decrease in the use of so-called hard drugs, primarily heroin. On the contrary, it only prepares young people to use these hard drugs. Now regarding criminal prosecution. Gurnov A.: • Extreme cruel measures. • Yes, extreme cruel measures. Our criminal legislation provides for up to 20 years of imprisonment for drug distribution. The issue is not in tightening these norms, but in ensuring, as in any other case when a crime is committed, the inevitability of this punishment for the crime committed. This is the path we intend to take further.
