Deputies don't confuse warm with soft

Yesterday, the State Duma adopted in the first reading amendments to the law "On narcotic drugs and psychotropic substances" aimed at streamlining the activities of government bodies in the area of ​​drug addiction prevention. The bill, submitted for consideration by deputies Valentina Ivanova, Anatoly Semenchenko and Yevgeny Roizman, was unanimously supported by all 410 parliamentarians.

The main idea of ​​the amendments to the existing legislation is to introduce new concepts of "Prevention of drug addiction" and "Anti-drug propaganda", which has long been debated by drug fighters in both the state sphere and representatives of the public. The complexity of the problem is that any propaganda of drug cessation or the consequences of drug highs can very easily become "anti-propaganda of drug cessation", especially with the light hand of inexperienced creators of social advertising.

In practice, this happens when brand words are imposed on the public, for example, "drugs", "high", "weed", etc., in the form of anti-drug advertising. Drug barons themselves use this, introducing interest in drugs through cinema, music video production, literature and regular advertising. And no matter how much you write about how, for example, in reality, actions based on the principle of "bees against honey" are not prevention of drug addiction and certainly not anti-drug propaganda, but an open push from the state to further understand the place of drugs in the life of humanity, it seems to be of no use.

Although the definition of the essence of these concepts by our legislators does not solve the problem of the lack of literacy of those who are engaged in this prevention, the deputies considered that a clear definition of the concepts will contribute to a more complete and timely identification and involvement in treatment and social and medical rehabilitation of drug addicts. According to the authors of the bill, the implementation of these measures will stop the growth, and subsequently reduce the population's demand for narcotics in illegal circulation, reduce the risk of the population becoming infected with HIV, AIDS, hepatitis and other infectious diseases.

As the deputies defined, "Prevention of drug addiction" is understood as a set of measures of a political, legal, social, cultural, medical, economic, pedagogical and other nature, aimed at preventing the emergence and spread of causes and conditions that contribute to the emergence of drug addiction in citizens." "Anti-drug propaganda" was defined as the dissemination and explanation of views and knowledge aimed at forming in citizens a desire for a healthy lifestyle and a negative attitude towards the illegal use of narcotic drugs and psychotropic substances."

Apparently, in practice, anti-drug propaganda will "flow" from drug addiction prevention. It is still a little unclear to what extent the definition of these concepts will affect the stabilization of the drug situation in Russia, but perhaps the results will be seen after a certain time, when truly competent people begin to engage in this propaganda and prevention. In modern society, with all the existing abundance of information sources, it is very important that people who have encountered the problem of drug addiction find support from the media, as well as state and private institutions for the prevention and elimination of the consequences of the use and distribution of drugs. It remains to hope that this will be so.

In solving such issues, deputies, of course, pursue good goals. Nevertheless, it would be desirable for legislators to turn their attention directly to preventive measures, and pay attention to the funds that the state spends on it. Probably, instead of transferring already small funds for another "bees against honey", it would be better to lay the foundation for a couple of rural sports halls or at least support the district football team: there will still be more sense.
