Participants of the "Hemp March" arrested on Arbat23.05.2005
On Tuesday, the "World Hemp March" was held on Moscow's Old Arbat, banned by the Central District Prefecture. As Grani.Ru's correspondent reports from the scene, 100-200 people gathered for the manifestation. The event began calmly, but then the police, twisting the arms of the demonstrators, detained 65 people. As Kirill Mazurin, head of the information and public relations department of the capital's Main Internal Affairs Directorate, told Interfax, "30 people were taken to the Arbat police department, 21 people to the 60th police station, and 14 people - all minors - to the Khamovniki police department. Administrative offence reports are being drawn up against those detained, after which the troublemakers will be released to their homes," Mazurin said. The Global Hemp March is an international event that takes place simultaneously in hundreds of cities around the world. The Central Administrative District Prefecture banned the "Cannabis March" on the grounds that the event "violates the Declaration of Citizens' Rights and Freedoms" and is "drug propaganda." Representatives of the march's organizing committee said they do not understand how holding a march could violate anyone's rights; they intend to go to court. One of the organizers, Vitaly Melnikov, told Grani.ru the day before that the action had been too many people were notified, and the information about the ban came too late. He did not rule out that people might come to Arabat, and therefore the organizers should meet them and explain the situation. The organizers hoped that the meeting would pass without incident and stated that they were ready to bear responsibility for the actions of those who gathered there. They also expressed hope that they would be able to obtain permission to hold a similar event next year. The march was supposed to start at 15:00 on Stary Arbat near the monument to Bulat Okudzhava and end with a picket on Pushkin Square. The organizing committee expected that the action would gather about a thousand people. The procession was supposed to take place under the slogan "stop lying about hemp and its derivatives, stop censoring truthful and independent information related to hemp, stop arresting hemp users, begin medical use of hemp and large-scale production of textiles and paper from hemp raw materials." This year it was planned to hold a hemp march in Moscow for the first time. This event will be held for the seventh time worldwide. The first march took place in America. Then, in '97, many people went in wheelchairs from Boston to Washington - to the office of the Food and Drug Administration (FDA) of the US government. Participants demanded that cancer patients be allowed to use marijuana for medical purposes. After this, similar actions spread across many cities around the world and grew into a movement. Over the course of seven years, the goals and objectives of the movement have changed, but the demands, in essence, boil down to the same thing - to legalize marijuana. Grani.ru
