Yuri Luzhkov proposed introducing a procedure for compulsory testing for drug use in the capital's higher educational institutions and has already ordered the conversion of seven clinics in universities for testing. According to the mayor, such tough measures are necessary because of the “terrible situation with drug addiction in the city.” Meanwhile, the Moscow City Duma adopted the bill “Drug Addiction Prevention,” which introduces “registration of students who illegally use narcotic drugs and psychotropic substances,” as well as a compulsory medical examination for drug use at the request of not only law enforcement agencies, but also employers and doctors.
The drug addiction situation in Moscow remains tense. According to the Moscow office of the Federal Drug Control Service (FSKN), there are 29,000 drug addicts officially registered in Moscow, of whom more than 70% are minors. The police say there are 200,000 city residents who regularly use drugs, and 1 million "occasional" users. It turns out that every tenth Moscow resident has tried drugs. Most drug users are young people under 35. The most common drugs in the capital are hashish and marijuana. The field of the upcoming battle is quite vast. There are 107 state higher education institutions (with about 900 thousand students) and 134 non-state institutions (395 thousand students) in the city. In addition, there are more than a million schoolchildren in Moscow. — The fight against drug addiction begins with prevention, — believes Moscow City Duma deputy Inna Svyatenko. — Some clinics advertise themselves: "come to our center, and you will be cured of drug addiction," but let's not build illusions — drug addiction is practically incurable. A preventive medical examination is probably the only chance to stop a beginning drug addict before he is completely hooked. In order to prevent drug addiction, diagnostic centers already created in Moscow will be used more actively. In addition, Yuri Luzhkov has already ordered that seven outpatient clinics located on the territory of Moscow universities be re-equipped for medical examinations and that "modern equipment for express diagnostics" be installed in them, which will also allow ophthalmological and oncological tests to be carried out. “We need to work out such a system so that the student flinches for the first time - and the equipment reveals everything.” The second time a student will shudder is when he learns about his illnesses,” Luzhkov explained the work of such centers. "We are using the most modern technologies," Moscow City Duma deputy Mikhail Moskvin-Tarkhanov described the work of doctors in more detail. "For example, we will use sensitive microchips that have the ability to detect drugs in a variety of environments. In particular, the presence of heroin in the body can be determined within five days of its use. And cannabis - even within 14 days. As a result of such express tests, we get a picture of a person's drug status. Medical institutions will provide consultative and diagnostic, medical, psychoprophylactic and rehabilitation care in outpatient and inpatient settings. According to the documents, drug addiction care will be provided upon voluntary request of a person or with his/her consent. Minors, as well as persons recognized as incompetent, will be provided such care at the request or with the consent of their parents or other legal representatives. After drug addicts are cured, their medical and social rehabilitation will be carried out by state and non-state health care institutions. But the most important thing is that all information about medical examinations will be anonymous. — Young people who have used drugs should be entered into an electronic database, — believes Moscow City Duma deputy Mikhail Moskvin-Tarkhanov. — Because children change schools, but in each subsequent educational institution, teachers must monitor the behavior of such a child. At first glance, this looks like a fairly harsh police measure. But the danger of drug addiction among the younger generation is extremely high. Therefore, I consider this a measure adequate to the level of danger. “No one will widely publicize the names of drug addicts,” explains Inna Svyatenko. — Medical confidentiality is protected by law. The new initiative of the capital's authorities will be accompanied by a solid advertising campaign - social advertising on drug addiction prevention should make up 10% of the total number of such messages. "We will try to ensure that this advertising is done professionally, achieves its goal and does not cause irritation," promised Inna Svyatenko. "For this, we will involve psychologists so that they can evaluate the degree of effectiveness of this or that advertising message. The attack on drug dealers in the city will not end there. — Moscow needs to destroy the environment where drugs are distributed, — believes Mikhail Moskvin-Tarkhanov. — I mean strict control over all kinds of night clubs, discos, bars and other hot spots. At one time, Moscow had a city law that provided for serious administrative liability for condoning the distribution of drugs. The punishment was extremely severe — up to and including the closure of those establishments where the narcotic potion was sold. But after lengthy legal proceedings in 2006, the Civil Cases Collegium of the Supreme Court of the Russian Federation declared it invalid, citing that citizens, federal subjects and organizations do not have the right to fight drug addiction. But the city authorities are not going to give in - they have filed an appeal to the Presidium of the Supreme Court. — Real deeds and figures are on our side, — Moskvin-Tarkhanov believes. — During the two years of this law’s operation — in 2001-2002 — several drinking spots were closed in the capital and several dozen hefty administrative fines were imposed.
