The day before, a meeting of the Interdepartmental Commission under the Government of Khakassia on combating drug abuse and illegal trafficking took place.

At the meeting of the commission, in particular, the issue of conducting a unified monitoring of the drug situation among students of general education institutions, students of higher education institutions and secondary specialized educational institutions in the territory of the republic was considered.

In 2004-2006, the RSU Khakassia Center for Medical Prevention conducted sociological studies among students at all levels of education. The results of one of these studies showed that among students aged 14-17 (882 people), namely 16%, used or are using narcotic substances. These data are alarming and require adequate preventive measures.

At present, there is no unified methodology for monitoring the drug situation in the republic, and episodically conducted surveys do not provide the opportunity to conduct a real analysis of trends in the development of the situation related to the spread of drug addiction and drug-related crime in our republic. This, in turn, is not taken into account when developing targeted anti-drug programs, does not provide the opportunity for comprehensive implementation of preventive anti-drug measures.

During the interdepartmental commission on this issue, decisions were made to create a working group of representatives of republican ministries, departments, interested subjects of prevention to develop a unified system for monitoring the drug situation in the republic; include in the list of activities of the republican target program "Comprehensive measures to combat drug abuse and illicit trafficking for 2008-2009" the development and implementation of a unified system for comprehensive analysis (monitoring) of the drug situation in the republic.

In 2007, at the initiative of the District Office of the Federal Drug Control Service of Russia in the territory of the subjects of the Siberian Federal District, including the Republic of Khakassia, a unified monitoring of the drug situation was conducted among students of general education institutions, students of higher education institutions and secondary vocational schools. The questionnaires were developed with the participation of specialists from the Novosibirsk Institute for Advanced Training and Retraining of Education Workers. The Office for the Republic of Khakassia, in cooperation with the Khakass Regional Public Charitable Foundation "Combating Illegal Drug Trafficking", prepared questionnaires and in February of this year sent them to the Ministry of Education and Science of the Republic of Khakassia and higher education institutions for conducting the survey.

This is what the research of questionnaires of students of general education institutions showed.

Assessing the attitude of schoolchildren to their health, we can say that 76.3% know about a healthy lifestyle (hereinafter referred to as a healthy lifestyle), and 18.2% have only heard about it. At the same time, 45.5% of respondents claim that they lead a healthy lifestyle, and 47.7% want to lead a healthy lifestyle, but something is stopping them. From the responses of schoolchildren it is clear that in 55.2% of cases information about healthy lifestyle is received on television, in 41.2% - from magazines and 26.6% from conversations with parents.

Analyzing the answers of schoolchildren who smoke to the question about the reasons for using nicotine, it can be noted that 50% smoke because of a habit that has been formed for a long time, and they do not have the strength or desire to get rid of it. 20% cannot even determine the reason why they smoke. The rest answered that they smoke to relieve stress, and many, from scandals with parents. When asked about drinking alcoholic beverages, 31.6% answered that they drink, and 27.9% - tried. The most common alcoholic beverage, which in 62% of cases schoolchildren drink, is beer.

As for the drug addiction problem, 81.5% know about it. Students have extensive knowledge of the names of drugs, and their answers include many slang words and specific names. Schoolchildren name 62 names of drugs. The leading positions here are occupied by cannabis derivatives, and not only the names of drugs were named, but also the methods of their use and production. To the question: "Is it possible to buy drugs in your educational institution?" 39.9% answered that such meetings happened and these were strangers in the yard or at a disco.

As for the reasons for drug use, 22.4% believe that people simply wanted to experience new sensations, 15.6% are sure that drugs help relieve stress, relax, help to look at the world more easily, and make life easier.

In 71.1% of the questionnaires it was indicated that the respondents do not have the habit of using drugs and toxic substances, which means that 28.9% do.

As for monitoring the drug situation among students, 98.6% of students consider drug addiction to be one of the main problems of modern youth. 13.4% of respondents have friends, acquaintances or relatives who take drugs. When asked whether respondents had tried drugs, 10.2% answered positively, stating that they had used drugs for the first time at the age of 15-17 in the company of acquaintances or close friends. 6.7% noted that they had already developed an addiction.

A drug addict is a "blue-green creature that barely resembles a human being", reminiscent of a zombie or a very drunk person who looks like a buffoon. He is a social corpse, cut off from the world. The drug addict's speech is incomprehensible, he talks all sorts of nonsense. His eyes are sunken, slanted, "extinguished". The drug addict's behavior is characterized by uncontrollability, disorganization, inadequacy. He is "always on the run", does not control his actions. He is capable of violence, he does not interact with others, he does not think about anything. He wants to inject a dose again and again, after which withdrawal occurs, the body leaves the strength, the person cannot stand on his feet, he is "high", stormy, the brain simply switches off, disorientation occurs. The drug addict has a weak willpower, he is cowardly, fearful, nervous. In general, the drug addict is presented as a dull human being who gets "high" on everything, but he looks disgusting. This is a man digging his own grave with his own hands, a stoned idiot, a wimp, inferior, he's lost his mind, he's a weakling, a fool and a psycho.

However, despite the aforementioned negative attitude towards drugs and drug addicts, a fairly large percentage of those same schoolchildren and students deliberately fall into the net.
